Warren Spector, in at least one interview* mentioned that he was working on a game
which used the Ultima 7 engine, but wasn't set in the Ultima universe. It was called
Arthurian Legends. I assume this game never came out, does anyone know anything
about it?

Yes, there's something about it on Sergorn's website http://membres.lycos.fr/sergorn/ . I never checked the link to Arthurian Legends myself, but since you're interested, check it out. It's in French, so if you need a translation, just ask.

Arthurian Legends as far as I know was supposed to be a worlds of ultima game like savage empire and martian dreams using the U6 game engine there was also suppose to be another one based on greek mythology which actually became U8.

Release was 10 years ago but there seems always to be a new piece of information. Why is it noone started a FAQ about that? *hint*

It's so sad that it got canned - makes you wish that the code was still lying around somewhere, for someone to finish it.

It would be awsome if someone started a remake with the exult engine, i am sure you could get some more info off the designer. at least enough to stay true to the original premise

You know the interesting thing about the Worlds of Adventure series (which is what I take to have been what Worlds of Ultima was renamed) was that waaaaay, waaaaay back when Serpent Isle when I first heard of Serpent Isle (early summer 92?) it was called Worlds of Adventure:Serpent Isle, and not Ultima VII:Part 2.
RG is intereviewed in the back of the second volume of The Avatar Adventures, and from what he said, it seemed that the Worlds of Adventure series was supposed to be rather long and involved, and they just weren't going to jump into Ultima 8 like they ended up doing. It makes me wonder if the switch to EA had them kill the WOA project...
Considering the time those games would've come out, during the early Pentium days, and when they're waiting for CD-ROMs to become commonplace, they might've wanted a few years to fine-tune the next Ultima...
