Does Octavius exist in Black Gate?

If you have read the official hintbook, there is a mention and portrait of a merchant names Octavius who supposedly supplies all the storekeeps in Britannia. The hintbook was written in a storytelling manner and so I assumed that all mentioned characters do exist in the game. However, I have never come across him and also cannot find him through the cheats. Does anyone has any idea?

Some mentioned characters obviously do not exist.
Octavius is not among the Black Gate NPCs.
This name also does not appear in UseCode.

Most of the storytellers in the hintbook, the townfolks, the author (Anton), the explorer (Addom), the healer (Lady Leigh) ... all exist, so far I only find Octavius missing, hence the wonder.

Sounds like he's the wholesaler for all of Britannia. This could be another opportunity for a mod...

or in a mod, feature him similar to E&A, that you hear about him everywhere and you just missed him, but you never catch up to him

Of course, you'd have to come up with a character sprite that has four extra mechanical arms and wears sunglasses.
