I think there are some things that must be done for it to work properly.
You have to meet Tylor and talk about everything, then in the woods you have to find the wisp house and try to talk to them (be careful not to go into attack mode). Then you go to the emps or to tylor again and then to the emps. Get some honey from the bee cave, talk to all the emps and try to get trellek to join. He wil send you with a contract to the lumberjack and then wil give you the whistle.

first of all you MUST talk to the gypsies, it won't work otherwise!

I remember playing U7 and I couldn't get the topic about wisps, but my brother could and it drove me INSANE!
