Is it a count-down timer from after performing an action?
Is it a particular time of day?
Is it a completely random dice throw?
Does anyone know the exact trigger for Madrake salt tides?

Yes
It is supposed to happen after talking to Baccus about the mandrake roots and tides which sets a timer. After doing that, wait more than 3 game hours, and ask him about "salt tides". Then he will tell you the tides are right. I have always had problems getting him to say this in Exult . I can't remember if I had this problem in the original. I'm guessing resting didn't increase the time passed on the timer.
It is much easier just to set global flag 620 to true which will cause the mandrake root to spawn.

I've been playing the original on my 486, and yes, Baccus (I didn't realize that was his name! He says that he has foregone his name in the original) told me that the roots were available after waiting a little while. I believe that I asked him once, wandered around for a bit, came back, wandered around, then came back a third time. I assume that 3 hours of game time could have passed.
