Just took a look and am a bit puzzled.
Since the quality is so low and there is no commentary on what you click and do there is no real telling what the thing does and doesn't do.
And most importantly it's not clear whether this is just a collection of Windows or whether this does do anything.
Does it do anything yet?

Yes right now it does something, it does the Class Editor, it does the Faction Editor, it does the Sound Editor (it plays sound and so on), it does the Music Editor, it plays music and so on and the tileset editor is at work. Right now it can load tiles, do gridding and I am working right now on the property of the tileset. Ones the visual aspect of it works completely it will be integrated on the memory side when you change the type of the tileset, then working on saving the information, loading it, and moving the information from the tileset editor to the map editor.
Next video, will be a higher resolution quality video showing: open a project, saving a project, making a new project, loading the map editor, drawing on the map, picking the tileset and there will be actual sound for the sound editor and music editor. After when I am finished with that you I will work on the graphics editor side (Portrait, sprite, paperdoll and so forth). As soon as I am going to get some sort of income I am going to hire professional software developer to work with me in completing this project.

I do believe those tilesets are intellectual property owned by Electronic Arts and using them in any way other than playing Ultima 7 would be copyright infringement..
