Not really weird. As has been mentioned previously, the original plotline was for each of the three banes to take over a city and warp the inhabitants to their particular "anti-virtue". But they ran out of time, so had to just kill off virtually everyone.
Without completely restoring a semblence of the original plot, just enabling some of the conversations would probably just confuse things. Flindo's and Ensorcio's, for example, wouldn't make make sense unless all the inhabitants haven't been killed off

I remember getting Ensorcio's conversation in the non-SS game I had on floppies. I think it was version 2.02 or something. I do not have the files anymore. I only have the one from the Ultima Collection now.

I figured Shamino took over (sort of) anyway. The people left said that. Well... I know that Ernesto (the ranger) did. He was very happy that Shamino had come and brought anarchy to Moonshade. I s'pose they just forgot to kill him off too.

But back on topic,
If someone was willing to start a project to recreate the cut storylines in Exult Studio, I would definately join in and do everything I could...
