Addendum--I just figured out how to use the cheat mode & hack mover. So I'm unstuck, but I think this might be a real issue.

I also browsed the bug reports--there are a lot of things about getting Hawk to move, but not this one specifically.

I'll make sure I check everyone--it's always possible, since the NPCs seem to slip around so much.

Regardless of whether this is a bug or just my own stupidity...does anybody actually have a list of the flags? I'm still very curious about that.
