Well I didn't think I would have this problem with it, thats why I hit "Yes keep these settings" It wasn't until after I hit it that I realized I'm missing 90% of my screen. I totally uninstalled all of Exult and reinstalled and the setting stayed the same. I can try editing the config fil...

Aspect Ratio Reset
Somehow I managed to have my window in 320x200 but my resolution in 640x480 
I uninstalled Exult and deleted the files in regedit however when I reinstall the settings remain the same. Am I 100% pooched on this PC from ever using Exult or is there some way I can reset my Video settings?
